Proposes that the facilities listed will be accommodated in separate buildings to be built over a staged construction program. Stage 1 is to accommodate a reception and ticketing area, and staff administration /office with a small kitchenette. Stage 2 proposes a new retail/shop, a café and kitchen. Stage 3 includes the new ablution facilities as outlined in the approved land use consent.
