• breaching the permitted activity thresholds in the Coastal Residential zone of the Operative Far North District Plan relating to earthworks, requiring 852 m³ of fill and 54 m³ of cut,
• within 20 meters of a scheduled heritage resource in the Proposed Far North District Plan, being #73 Okiato Historic Reserve.
